Every map does it, it just happens later than most people reach on most of them. But when it spikes so hard that it feels unfair, that's when it's an issue. I get that the stress on the system needs to increase once the stations max out in order to keep the game challenging, and there's nothing wrong with having some maps top out sooner than others. Hong Kong spikes super early, generally around 1000 pax, before you have enough trains to adequately deal with it. Especially when there aren't any triangles in the bottom half of the map, so there's no good way to de-load the system. For instance Osaka has a lot of stations, and when all 60ish of them get 10 passengers in 10 seconds, it's overwhelming. Thanks in advance! It basically comes down to the population boost after maxing out zoom and stations being too big for some maps. The quicker after the spike happens, the better, and screen shots of the stats spikes would help too.

And even though I didn't need them early, I claimed two interchanges early, and put them on my junction points for the lines feeding special stations. When I did get a carriage (I only got the one, I think), it went on a Shinsaken, to take advantage of its speed. I made sure I always had at least 1 extra tunnel, favouring pathing over carriage capacity. I got two Shinsaken, and the rest locomotives for capacity. So it's definitely possible to survive the population spike in Osaka, at least for a week or so. I also got no triangles worth speaking of in the entire south half of the map (you got that too on yours). My start was very north, so my square is not central and is surrounded on 3 sides by water.
